When Microsoft turned the Xbox One Preview Program into the Xbox Insider Program, only those that were grandfathered in from the old system were able to get system updates, despite the Program now being open to everyone. Two weeks ago, the company rolled out the first Creators Update preview to Insiders, and at the same time, opened up system updates to all users.
But there's a catch. There are four separate rings: Alpha, Beta, Preview Ring 3, and Preview Ring 4. The former three rings are invitation-only, which you can earn by completing Surveys and Quests in the Insider Hub. If you become inactive, you can also be removed from those rings.
Now that the Alpha and Beta rings are already populated with Insiders, Microsoft is now filling up Preview Ring 3. According to a post in the Xbox forums, the status of your console will now be listed as pending, which means that it's being moved into a different ring.
Once the pending status is over and you're in Ring 3, you can put up to ten consoles in the ring. If Ring 3 still sounds a bit too active for your tastes, you can always switch it down to Preview Ring 4, which is similar to Release Preview in the Windows Insider Program.
Also, just in case you got your hopes up, being moved to Ring 3 won't get you a system update just yet. It's still running the publicly released build.
