Microsoft is seemingly introducing a new Windows 11 requirement on version 24H2 for older CPUs and it can not be bypassed. A similar change was, perhaps inadvertently, pushed to Visual C++ as well.
Microsoft is reportedly updating the CPU instruction support on Windows 11 with a new "POPCOUNT" instruction, which means systems with very old PCs won't be able to bypass requirements.
