Outlook.com's premium email service, which launched to the public in February, has apparently been quietly discontinued. Existing Premium users can renew, but there will be no new memberships allowed.

Outlook.com Premium's current promotional price won't change until June 30. Previously, a price hike was expected for March 31. Also, six more regions were recently added to the service.
Previously exclusive for US customers, Outlook.com Premium is now available in Canada, UK and Northern Ireland, Singapore, Australia, Hong Kong, and Ireland. This comes before the March 31 price hike.
After a year of first being discovered, Outlook.com Premium is now out of preview and available to all US customers. You can get it for $19.95 per year until March 31, when it will increase to $49.99.
While some have speculated that it will only be available for Office 365 subscribers, it turns out that Microsoft is currently looking to sell Outlook Premium as a separate subscription service.
