Microsoft has begun rolling out Windows 10 Mobile build 10586.107 to non-Insiders today. The build has only been on the fast ring for a week now.
When Microsoft announced Windows 10 Mobile build 10586.107 a week ago, they also announced the new Release Preview ring. Release Preview is something similar to Preview for Developers, where Insiders would get early access to RTM builds and not have to worry about beta software.
Windows 10 Mobile build 10586.107 was the initial build that was available through the Release Preview ring, so it makes sense that they would roll it out to the Production ring now.
Note that while the build is available to non-Insiders, this doesn't mean that Windows Phone 8.1 devices are getting updated right now. It means that if you have a Windows 10 Mobile device, it is going to be updated to build 10586.107.
Microsoft did have a few fixes noted when they first released the build. They include:
- Fixed an issue where in some cases a device could be missing tiles on the Start screen after going through the device out of box experience.

Improved support in Narrator to speak in multiple languages.

Improvements to the device reset experience when BitLocker\Device Encryption is enabled by enterprise policy or by the user.
Of course, if you're in the Production ring, this means that you haven't received a new update since build 10586.29. 10586.107 is the fourth build since then. Quite a bit has been fixed since then.
