My friend Chris has informed me that MSN Explorer has in the past few days released localized versions of the new browser.
The localized versions that are available are these:
English, French, German, Japanese, Korean, Chinese (traditional), Portuguese (Brazilian), Spanish, Swedish, Italian, Danish, Dutch, Finnish, Norwegian.
More are listed but not yet available. So if use it and want a localized version check the link below.
