As warned earlier, PCIe Gen5 NVMe SSDs, although really fast, are suffering from massive thermal control issues. New Gen5 drives from Corsair, Crucial, are thermal throttling, and even shutting down.

While Windows 10 build 19002 was released to Insiders yesterday, unfortunately it shipped with the same exact bug preventing shutdown or restart for a limited amount of testers. Here's a fix for that.
